Urgent: Zoning Law Overhaul in Portsmouth by RI Assembly

A series of zoning laws moving through the Rhode Island General Assembly could reshape local planning in Portsmouth and other towns—raising serious questions about process, local input, and the long-term effects on infrastructure and community character.

To ensure Portsmouth has time to evaluate what these changes mean, the Town Council voted 5–0 to seek a court injunction. Supporters say it’s a prudent step to slow down implementation while the town reviews potential impacts on home rule, service capacity, and local decision-making.

Residents have voiced concerns that statewide rules could encourage density where roads and utilities aren’t ready, and reduce the ability of planning boards to apply local context. The message from Portsmouth is simple: towns should have a clear seat at the table before major zoning shifts are locked in.
